WP_SAMESITE_COOKIE is already defined notice message in Sentry #121

Check if WP_SAMESITE_COOKIE variable doesn't exist before define it. See: https://sentry.io/organizations/pressbooks/issues/2068691042/?environment=staging&project=3954026&referrer=alert_email Probably it was defined in other plugin (Pressbooks LTI 1.3)

this issue was because LTI and LTI 1.3 plugins were activated in Staging
