chore: add Dependabot configuration file #125

This PR adds a configuration file for Dependabot, specifying that only direct (top-level) dependencies should be checked for updates.

Thanks for opening, @greatislander. I'm going to close because we'll be retiring this plugin shortly as the LTI specifications it uses have been retired by IMS Global: http://www.imsglobal.org/lti-security-announcement-and-deprecation-schedule.
