Warn users about hiding empty categories with no cookies listed and GCM enabled

Enabling the Hide empty categories option without any cookies listed in the “Cookies” tab might lead to issues with Google Consent Mode.

A warning notice should be displayed on the plugin’s settings page to notify users when their configuration matches the following:

• “General” tab → “Hide empty categories,” switched on
• “Cookies” tab, no cookies listed
• “Consent Mode” tab → “Google Consent Mode v2 (GCM),” switched on

The warning should be cleared automatically when the configuration updated to something different from the specified settings.
