Don't allow having the same IP in multiple regions #184

Currently the region is tracked on the PolicyMember. That means we can have the same 1 IP in 2 different policies with different regions.

Wouldn't it make most sense to keep the region fied on the IP?

The reason is to use it as a backup. See #187
