Non-binding +1 on this. Given our governance formulation relies on meetings and attendance to make progress I think it's important that people being unable to attend doesn't impede progress.
@tdcmeehan I'm doing some cleanup on this repo. This PR has been outstanding for a while, and I'm not sure if the original reasons for opening it still hold. Originally the goal was to ensure the TSC had the ability to hold votes - big teams often have a hard time getting quorum. Now that the TSC is a smaller group, this may be less of an issue. I'm going to recommend closing it for now and then re-evaluating after a few months with the new TSC structure. If that seems like a reasonable approach, I'd recommend closing the PR and re-opening it fresh if need be.

This proposed branch adds an attendance requirement to the quorum rule. By requiring a voting member to be present for a certain number of meetings, it helps ensure that quorum is met and decisions can move forward. However, should a voting member be absent, it helps ensure that decisions are not blocked.
In addition, it also establishes how a voting member can restore their voting status.
