Add basic policies to README #43

This PR provides a number of initial administrative policies, to help clarify process around decision-making, a process for merging PRs against governance, etc.

@nezihyigitbasi, @rschlussel, and @zhenxiao - I just added a self-nomination template to this branch. Can you please have a look and add anything you think is missing?

There's now a new directory called nominations which contains instructions, a template, and a directory to collect nominations for the next election cycle.

I think this was the last open issue on this PR? If so, do you think we're ready to vote on a merge?

Folks, I'm going to recommend this PR be closed as it has gotten out of sync with other changes. If there are specific things to carry forward, I'd recommend they be cherry-picked out into separate PRs.
