Create a tool (backed by our DMN API) that helps folks determine if they should take the Homestead Exemption or apply for LOOP instead.

The City Controller website has a (broken?) tool for this: https://controller.phila.gov/philadelphia-audits/property-tax-relief-calculator/

Maybe we could build a replacement for them?

Note: In addition the HE and LOOP, the tool also screens for the Senior Citizen Tax Freeze

Mayor Cherelle Parker sent a letter to residents highlighting the programs mentions above plus more.

We aim to create a tool that helps people determine which of the mentioned benefits they qualify for:

@sierscse OK, so I think a good goal to is to deliver this screening tool to production by Nov 26 (right before thanksgiving). We can just do whatever is necessary to get the tool live and let other goals go for now.
