This PR fixes Error 126 when attempting to build agbcc under MSYS2. Fixes #46

This does literally nothing because windows doesn't need executable permissions to execute a program. Please make sure either you can reproduce the problem or the person who had the issue can confirm your fix fixes it before adding useless code to the codebase.
