Update INSTALL.md to state that Windows 8 is no longer supported by Microsoft #2029

Description

This just changes the INSTALL.md section about Windows 7 being unsupported to include Windows 8 too. It also changes "Windows 10" to "Windows 10/11" in the same drop-down.
