Remove non-existent tilesets from label comments and alphabetize #867

Sync with https://github.com/pret/pokeemerald/pull/1972

Some metatile labels that had been copied from pokeemerald with tileset names that don't exist in pokeruby were fixed, and the symbol names in those files were synced.
