Switch to python for pre-commit. #50

@txels I decided to move over to python scripts for the hooks.

In time I'd like to release 2 libraries from this hook module:

1. A hooks library that uses your tox.ini file or similar to decide what checks to make on commit.
1. The bash class below. At least I couldn't find anything similar available out there. I could be mistaken.
