Move socket queues to agents

• If a socket to a given agent is offline store messages bound for that agent on agent data.
• Each time a message is added to this agent queue save agent data.
• When the socket comes online copy the saved messages from the agent queue to the socket queue and send.
• socket queue must be sent as empty array on all invitation and agent management messaging
