The purpose of this is to self-moderate the server. The worst offense is teamkilling. An easy way to combat this is to prompt the victim with a 'forgive player' dialog system which has two outcomes.

No - the killer is kicked, as well as the GUID being stored and marked. Should the player rejoin and continue, the punishment will change from a kick to a ban should a further offense not be forgiven.
Yes - nothing happens, and no punishment is incurred. The victim is also revived.
If the aforementioned cannot be implemented in the state as described, then at a minimum teamkilling should be logged for review later.
