Currently, there is no implementation of AI to cast area skills. One of the
driving purposes of the movement rewrite was to add a system for tracking
monster priorities over an area. This will also be used for optimally targeting
area of effect skills, such as arrow shower, brandish, etc.
This is high on my list of new features to add.
