Get current version of on premise Jira #1

I want to know the current version of Jira that is available. This version might be obtained via a Jira installation that does a request to the atlassian site to find if there are any updates, or the version can be scraped from the page with release notes.

@prikkeldraad we have an important decision to make. We have to accept that not every software package version is easy to scrape. I didn't investigate how to obtain Jira's version yet - but do you agree that in some case it works like this?:

software check's URL
if page is updated
- notify by email to user(s) defined in a settings file
- user put's in manually
