Created installation Makefile and wrapper script. #31

An installation Makefile was created for the binaries, config, and setting files. A wrapper script was written to load latest settings and facilitate routine use.

Hi,

thank you for your interest in Primer3. The differences between Primer3 and Primer3Web are intended. Primer3 has settings to be backward compatible, while Primer3Web and Primer3Plus settings match more settings for everyday use. Therefore this modification is against our policy. We will unify settings with the next major release.
