add bdd100k into datasets.py
cleaned up geography measure python file
added weather/quantile bar plots into geography notebook

Alex todo: will remove Geography Analysis Deprecated before final push. Just keeping now in case I need to make any changes, it's easier to have old geo analysis side by side while editing.
