Add config file reading ability #2

Until we get a GUI up, perhaps we should think about enabling users to save and 
load configurations to a text file including:

- Depth Threshold setting
- Motor Rotation setting
- MAX_USERS setting
- Various fluid emission settings:
  - Emitter density scalars 
  - Optical flow velocity scalar
