Check aquastat data #6

There seems to be no data beyond month 468 (December 2018), and the query set does not fill forward, it seems. @jimdale : Can you check the fill forward in the "Fatalities002_aquastat" queryset. Someone should check whether new data are available and ingest. @malikarakh : was it Forogh that this the last time?

Nope the aquastat is on me. I was/am still cleaning it up.

OK, super if you can take a look. But priority after the topics queryset revision.
