Increase threshold for stateful VM #7

Currently it is at 80%. We see in our release deployment that the VM is reaching 80% load sometimes. Since the users don't use the stateful VM directly, the load also doesn't correlate with the number of users. Therefore we decided to increase the load threshold to 90%.
