We should have a whitelist of members / major contributors to the archive: those with many documents (or in process of uploading many of them).
Any uploader not on the whitelist doesn't need to show up in the sidebar; they can be clustered under a single 'Other' label, until we figure out how to display a larger breadth of users.
A primary use of these labels now (but the PTO) is to see how widespread use of the archive is among the range of larger inventors / organizations working in a topical area. So that should be the guiding principle for making it useful.
