[enhancement] Add Maven wrapper #59

Hello team!

To ensure that everyone use the same Maven version to build project, this PR adds the Maven wrapper (with Maven 3.5.0). README has been updated, and Travis will automatically use the mvnw wrapper script (see https://docs.travis-ci.com/user/languages/java/#Maven-Dependency-Management).

This PR depends on #56
