Add support for target blank

This updates the kit to add support for the target blank feature.

Here are the changes included:

• Parses the target if included in the link's JSON
• Adds link variable and getLink function to link objects
• Adds target output to WebLink, StructuredText, and ImageView asHtml serializers
• Adds tests for target blank
