Filter gRNAs by GC content #37

We should have a "minimum GC content" filter in the gRNA design tool screen, which could easily be calculated and filtered on-the-fly.

We need to add an upper bound filter for this as well. We can keep the default limits as 0.2 and 0.8 respectively.
