Added GC-Content filter. #44

This PR added a GC-content filter to the gRNA Design page, as described in Issue #37. It also allowed the result DataTable to show gc-content values with one decimal place.

@IsleZhu - can you check my changes in the last commit and make sure they're fine? It's all trivial and pedantic other than the -2 -> -3 change.
