An alternative approach to supporting chromAlias format in addition to chr2acc.

I think this may be good enough for now - if comments are free to appear at any place instead only after the header, then there's ambiguity about which comment line to interpret as the header (a text comment may have the same number of tokens as the number of columns, entirely by coincidence). I couldn't find any official documentation on that format anyway, so I think what we have now is a reasonable compromise.
