1. I can't reproduce this, with anti-ad enabled, the site looks fine to me.
2. https://rosettacode.org/wiki/Rosetta_Code is the URL you are visiting, not the domain that is blocked. For example, when you visit youtube.com, that webpage will connect to analytics.google.com which is a tracking service. anti-ad will try to block analytics.google.com, but it will never block youtube.com itself. rosettacode.org is obviously not blocked, since you can visit it. So you need to figure out which domain is being blocked that is causing trouble for you. You can use chrome's F12 tool, or something like the wireshark.

I flushed my cache and cookies and tried in Edge / Chrome but it is the same issue... I don't know how it is not reproducible for you.

anti-ad is a DNS-based filter list, I don't think you should use it in ublock. They are 2 different adblock solutions on different dimensions. You should put anti-ad filter in pi-hole or adguardhome or dnsmasq.
