Solution
Let's say a user stakes $10, if they flood messages, they lose the $10 stake via RLN. If a user flags another user as a bad actor, they would have to "burn/pay" something like $0.01 or $0.10 to "punish" that user by 10 points, and reduce their reputation.
Someone can start an account with the minimum of $10USDC for 100 reputation, any additional stake on top of that can lower the rate limit. Some people send lots of email, and need a higher throughput without being punished by RLN, but that should require an increased stake, due to the increased risk of spam.
