build the whole github CI test flow as maci repo.

• [ ] type check in pre-commit
• [ ] commit name check in pre-commit

Nice to have, but given this is just a demo app (at least to start) I see this a low priority.

In terms of writing tests for the UI, let's not worry about that for now :)
