Update contracts for offchain usage

As coordinator I'd like to post hash of message batches to contracts and merge two hash chains.

• [ ] Poll contract has coordinator hash chain for offchain messages
• [ ] Poll contract has user hash chain for onchain messages
• [ ] Coordinator has merge function to combine coordinator hash and user hash
• [ ] Support both processing: offchain and onchain
