feat(artifacts): download artifacts from pse CDN

• use https://snark-artifacts.pse.dev (S3 bucket + cloudfront) as single source to download artifacts

• remove all logic about fetch retry mechanism This was a client side fix for a problem that is now solved with a new backend solution

  Closes #94
