Especially, to which extent are developers allowed to use alternative tracking techniques (e.g., device fingerprinting, using the MAC address of a device or other consistent identifier)?

For ad use cases, can any other identifier than the AdID be used? I think the answer is no. Non-ad use cases are not of interest to us.
As discussed today, @n-aggarwal and @wesley-tan, can you look into the various Google developer policies so that we understand exactly what is allowed and what is prohibited? This analysis will also inform us to which extent declining tracking is similar to enabling GPC, as you brought up this comparison today, @n-aggarwal.
