Remove cookie functionality and overall revision

Because Google is deprecating cookies soon, we should remove our setting of cookies. All our cookie setting is third party cookies so all setting of cookies should be removed. This may also align with issues connected to #441.

It is dawning on me that we probably need to do a slightly more comprehensive OptMeowt revision. For the time being, we can treat this issue as an omnibus issue and collect the various parts to revise. Starting in, say, September of this year strikes me as good timing.

Here is what currently comes to mind:

• [ ] Remove IAB CCPA Compliance Framework For Publishers & Technology Companies first party cookie functionality (deprecated since January 2024, i.e., US Privacy String)
• [ ] Remove third party cookie functionality of ad networks participating in the DAA's CCPA Opt Out Tool for the Web (barely used by anyone anayways)
• [ ] Not sure if we also interact in any way with the USPAPI. If so, we should also remove that functionality since it is also deprecated.
• [ ] UI revisions. For example, the popup currently says "Do Not Sell enabled." New laws came into effect that also prohibit "sharing" and targeting. So, we should say "GPC enabled" instead.
• [ ] Revisions of legal language to reflect new laws.
• [ ] Update readme and Wiki.

Overall, this revision should make OptMeowt faster and less prone to break.
