Will help streamline the process for switching crawl locations. Related to issue 25 on the crawler

Any particular reason for switching back to using IPinfo for region and city? Is it sufficiently accurate compared to manually finding the vals?

Yeah that's right. We never had a need to hard-code the region and city. Google cloud VM GPS is non-existent, and there were discrepancies between IPinfo and what websites took from us. Region and city are always the same.
