Add section on browser extensions. #15

This PR adds a new section to the Detailed Design which discusses how browser extensions will interact with CHIPS.

It also discusses how browser extensions are able to circumvent the privacy guarantees of partitioning cross-site cookies for sites they have host permission. See #6 for more discussion on this issue.
