This PR changes the "Design Principles" section and "Detailed Design" section so that the former only talks about the high level design goals section and the specifics are contained in the latter section.
I also added a section in "Alternative Solutions" about why Partitioned cookies should be exempt from the 180 per-domain cookie limit to avoid leaking cross-site info about users.
