Update & spend less time on CHIPS #22

@dcthetall will not be at TPAC (@krgovind will present remotely and I can back up in person). Overall we don't have a large amount of items to present/address/discuss, so we're happy to potentially give some time back to @wanderview for nav-tracking, which we're also very interested in.

Aside from some introductory framing, we shouldn't need to rely too much on you, Dylan, or Kaustubha for these sessions, so this is fine.

What we really want here is some discussion about what it will take to move the work from an incubation state (which is all we are really qualified to do here) into a more substantive process. That might take 2 minutes if we're lucky, but it also might take 30.

Unfortunately, given the way TPAC has been scheduled, we can't be sure that those 20 minutes will give us time for more topics. There is no time allowed for breaks or transitions between sessions. Scheduling less time might improve the odds that Ben will get some time, which I'm sure he will appreciate, but we can't promise that other topics won't come up.
