Move paste services criteria and establish language services criteria

Changes proposed in this PR:

• Move the criteria established for paste services (which were added in #2165) so that it falls under the "Paste services" heading
• Add provisional criteria for language services (using the criteria on the Email Aliasing page as a reference) as a stopgap until the productivity criteria is modified per https://github.com/privacyguides/privacyguides.org/pull/2013#issuecomment-2055253809 Formal criteria for the Language services section was added per the comment below.

I think about the only criteria here that makes sense is open source, and self hostable. E2EE isn't really going to be a thing on products like the language services.

that is what this PR fixes actually. on the live site right now if you look, the headers are all messed up on this page.
