We just installed Signal 4.50.5 on Android 9 (via Android x86). You still have to enter a valid phone number during registration. As before, you can register any phone number. However, you must be able to receive an SMS or a call to confirm ownership.
Currently, the UUID is likely used for internal management purposes, not to allow people to use another primary identifier. This can change, of course.
They are definitely looking into usernames in general:

This issue was opened as a reminder for me to check in the future changes won't be until we know for certain anyway.
