Isnt this just nextcloud but french?
If you mean whether it't a fork, then no because the programming language used is different (php for nextcloud server, python for parsec-cloud).
If you mean that they are functionally similar, it seems to be the case but I'm not a user of either so i can't say for sure the differences. One difference though according to the doc is that parsec decided to use a zero knowledge approach by default, whereas for nextcloud it's optional and can be set only at folder level (parsec creates a virtual drive that represents the cloud storage). https://nextcloud.com/encryption/
