remove quotes around semi-honest security #16

This is the only place the term "semi-honest security" is used in the document. Quotes aren't necessary unless quoting from elsewhere (in the doc or in another), or defining a term.

It probably makes sense to remove them from "secure up to an additive attack" in the next sentence too, unless that is a quote from a paper (in which case, we should add a citation.)
