bake build/deploy for recipes #29

Currently bake builds and deploys under frozen-pie/.build and frozen-pie/deploy. When bake is run with --config, it should also build and deploy under `recipe_root'

serve has a hardcoded value, config.github.yml. Need to fix that also.
