revise the instructions on how to use #12

the interface has changed

It is easier now to import the proposals from the APS (now that topics and reviewers are discovered automatically), then reassign topic weights to the reviewers and other reviewer metadata.

Show screenshots from the example. (blur out any details regarding actual proposals or reviewers)
