This should be presented in a single window with tab for each reviewer.

Currently presents a separate window for each panel member. Manageable with 6-member panel. Ridiculous with 11 panel members.

Not a tabbed window since that does not scale well on the Mac when there are many tabs. Use a MVC view instead, like for proposals & reviewers.
