sort_name changed externally

edited the .agup file externally, new sort names not correct when .agup reloaded into this progam

verify that the Open AGUP Project procedure clears old data structures before loading new and that loading new works as expected

here's a sequence of events to reproduce this problem (different but more basic than original report):

• start program
• open old project (if not opened by default)
• make new project
• ^E (Menu: Editors: Edit Reviewers)

the list of reviewers should be empty but instead, it has the list from the last opened project
