reconsider initial OS image #44

At the 2021 EPICS Meeting, it was suggested to consider debian:buster-slim as a starting OS.

That suggestion may be out of date now. Looking at the debian images, perhaps debian:stable-slim might be the best choice now.

Debian needs procps package which provides pgrep command used when starting the xxx IOC.
