Build of documentation fails on RTD #175

The documentation fails to build on Read The Docs web site. There is a problem with the token or authentication.

It is time to change the documentation to GitHub, using an Actions workflow. Follow this example from apstools. The workflow will build documentation on every push but only publish when there is a new tag. Control of the GitHub Actions workflow is more obvious and configurable than the RTD publishing process.
