[ ] Unify policy for snow removal notifications with parking restriction notifications
[ ] Update queue/workers for high priority, instant notification sending
[ ] Update scheduler queue to check for necessary notification queuing
[ ] Send notifications with JSON payloads to wake app and request read receipt (see #16)
