CarSharing : Cars bounding box enhancement #100

As required by @Sam. Issue : The "No-Cars available message" doesn't display and no cars are availables / visibles. Cause : Cars are just a the border on the invisible bounding box.

Basically, if an annotation makes it within the radius but is still off screen, the message would not display. I have made it so that the map centres on the closest annotation if it exists but is off-screen when no other annotations are visible. If a different behaviour is needed, please reopen this issue.
