Alright, here's what we're gonna do (this was broken before):

[x] When switching to Parking Lots, always show at least the 3 closest lots
[x] Continue current zooming behaviour when a lot is returned within the radius but not on-screen
[x] If there are no lots returned (this would be upon panning/zooming while in Parking Lot mode), then the map message should say something to the effect of "no parking lots, tap here to see the nearest lot" which then can be tapped to go to the nearest lot!

This has also been applied to car shares.
